Is it really like Duolingo?

Do I need to know how to code?

No. The first lessons build commands from blocks you drag into place, so you learn what each part does before you ever type one from memory. Coding helps later; it is not the entry fee, and it is the exact wall most people quit at.

Is learning this stuff legal?

Yes, because you never touch anything real. Every target is invented: synthetic people, synthetic companies, sealed networks, all running inside your browser. Doing these same things to a system you do not own is a crime, so the sandbox is the whole point.
